    BIO | At the time of the fellowship, Salma was Director of e-Transformation at the Oman Information Technology Authority. She holds a MSc in Project Management and Leadership (University of South Queensland, Australi, 2011) and a BSc in Computer Science (Sultan Qaboos University, Oman, 1999).

    BIO | At the time of the fellowship, Wagner was an Advisor of the National Secretary of Information Technology and Communication, part of the Ministry of Planning, Development and Administration of Brazil. He holds a Master’s degree in Administration and a Bachelor degree in Computer Science. Both diplomas were obtained from the University of Brasilia (Brazil).

    BIO | At the time of the fellowship, Kenneth was a Commissioner of Information Management at the Ministry of ICT in Uganda. He holds a MBA in Strategic Planning (United Kingdom, 2011), an MSc in Computer Science (Uganda, 2004), and a BStat in Computing (Uganda, 2000).

    BIO | At the time of the fellowship, Jun was Secretary General of the Professional Technical Committee at the Beijing Information Resources Management Center in China. He holds a PhD in Information Sciences (Chinese Academy of Sciences, China, 2003) and a BS in Automation (Dalian University of Technology, China, 1994).

    BIO | After her time at UNU-EGOV, Elsa became Assistant Professor at the National University of the South in Argentina. She holds a PhD in Computer Science (National University of the South, Argentina, 2009), an MSc in Computer Science (National University of the South, Argentina, 2003), and a BA in Computer Science (University of Buenos Aires, Argentina, 1985).

    BIO | At the time of the fellowship, Herilala was a Research Officer at the Coordination Office of Land Reform in Madagascar. He holds a Master’s degree in Public Administration (United States, 2015) and a Bachelor degree in Engineering and Land Surveying (Madagascar, 2007).

    BIO | At the time of the fellowship, Shahid was Chief (Governance & IT) of the P&D Department, part of the Government of the Punjab in Pakistan. He holds a MPA in Global e-Policy & e-Government (Sungkyunkwan University, Republic of Korea, 2012) and an MA in English Literature (University of the Punjab, Pakistan, 1997).

    BIO | At the time of the fellowship, Nata was Head of the Legal Department at the Data Exchange Agency, part of the Ministry of Justice of Georgia. She holds a LL.M in International Law (Georgian-American University, Georgia, 2009) and a LL.B in Business Law (Tbilisi State University, Georgia, 2005).

    NAME | Tomasz JANOWSKI

    BIO | After his time at UNU-EGOV, Tomasz became Head of the Department of Applied Informatics in Management at the Gdansk University of Technology in Poland. He holds a PhD in Computer Science (University of Warwick, United Kingdom, 1996) and a MSc in Applied Mathematics (University of Gdansk, Poland, 1988).

He holds a PhD in Business Administration (Universiti Teknologi MARA, Malaysia, 2015), a MSc in Communications Technology (Ulm University, Germany, 2005), and a BSc in Electrical and Computer Engineering (Johns Hopkins University, USA, 1996).

    BIO | At the time of the fellowship, Franklin was e-Government Analyst for the National Information Technology Agency in Ghana. He holds a MPA in Global e-Policy and e-Government (Sungkyunkwan University, Republic of Korea, 2015) and a BSc in Computing with Education (Regent University College of Science and Technology, Ghana, 2010).
