[PT – SOBRE] O papel da governação digital é, hoje, profusamente reconhecido como um mecanismo de transformação das instituições públicas e da forma como estas prestam serviços ao cidadão, fomentam a participação pública na formulação e monitorização de políticas públicas, aumentam a sua transparência e reduzem os níveis existentes de corrupção. É, igualmente, bem reconhecida a sua importância para a criação de instituições e sociedades mais equitativas e justas. A governação digital constitui, por isso, uma das prioridades de investimento e atuação dos governos por todo o globo.

Ao nível local, a governação digital assume uma centralidade ainda mais notória – é com as estruturas de governo local que os cidadãos mais interagem e são estas que mais afetam as suas atividades diárias. Porém, e paradoxalmente, é também a nível local que se registam menores níveis de desenvolvimento de governo digital. Tendo em consideração tal realidade, a UNU-EGOV vai organizar, de março a junho de 2023, um ciclo de debates e reflexões sobre a Governação Digital na Região Norte de Portugal.

Com cerca de 3,6 milhões de habitantes, a Região Norte de Portugal concentra quase 35% da população residente do país. Apesar das melhorias que esta tem vindo paulatinamente a alcançar neste domínio, como ilustrado no estudo IPIC 2019, ainda é longo o caminho que os 86 municípios que constituem esta região têm para percorrer na forma como usam as tecnologias digitais para interagir com os seus cidadãos.

Partindo de um diagnóstico detalhado do nível de desenvolvimento de governo digital dos municípios da região, que será traçado no primeiro evento do ciclo, a ocorrer ainda em março, os debates e reflexões nos eventos seguintes abarcarão tópicos relacionados com a utilização das tecnologias para fomentar a transparência e confiança das instituições locais, bem como com a forma como os dados abertos, a ciência de dados e as tecnologias emergentes, tais como inteligência artificial, blockchain e outras, podem ser utilizadas para alavancar a qualidade da boa governação a nível local.

O ciclo de debates e reflexões culminará com a preparação e publicação de um conjunto de orientações para o desenvolvimento da governação digital na Região Norte, que poderão constituir um contributo oportuno e relevante para a implementação de uma das dimensões estruturantes do Plano de Recuperação e Resiliência (PRR): a Transição Digital, na qual estão previstas, até 2026, reformas e investimentos significativos nas áreas da digitalização das instituições públicas.

[EN – ABOUT] Today, the role of digital governance is widely recognised as a mechanism for transforming public institutions and how they provide services to citizens, foster public participation in formulating and monitoring public policies, increase transparency, and reduce the existing levels of corruption. Equally, its importance for creating more equitable and fair institutions and societies is well recognised. Therefore, digital governance is one of the priorities for investment and action by governments across the globe.

At the local level, digital governance takes on an even more notorious centrality – citizens interact most with the local government structures and are these which affect their daily activities the most. However, and paradoxically, it is also at the local level that lower levels of digital government development are recorded. Considering this reality, UNU-EGOV will organise from March to June 2023 a series of debates and reflections on Digital Governance in the North Region of Portugal.

With around 3.6 million inhabitants, the North Region of Portugal comprises almost 35% of the country’s resident population. Despite the improvements it has gradually achieved in this area, as illustrated in the 2019 IPIC study, the 86 municipalities that make up this region still have a long way to go regarding how they use digital technologies to interact with their citizens.

A detailed diagnosis of the level of development of digital government in the region’s municipalities will be the starting point, outlined in the first event of the series, to take place in March. The debates and reflections during the following events will cover topics related to the use of technologies to foster transparency and trust in local institutions, as well as how open data, data science and emerging technologies, such as artificial intelligence, blockchain, and others, can be used to leverage the quality of good governance at the local level.

The series of debates and reflections will culminate in the preparation and publication of a set of guidelines for the development of digital governance in the North Region, which may constitute a timely and relevant contribution to the implementation of one of the structuring dimensions of the European Union’s Portuguese Recovery and Resilience Plan: the Digital Transition, which foresees, until 2026, significant reforms and investments in the areas of digitalisation of public institutions.
