    The Proceedings of the 8th International Conference on Theory and Practice of Electronic Governance (ICEGOV2014) that took place in Guimarães, Portugal from 27 to 30 October 2014 are published online in the Association for Computing Machinery’s (ACM) Digital Library, and available here.

    Edited by Elsa Estevez (UNU-EGOV), Marijn Janssen (Delft University of Technology) and Luís Soares Barbosa (University of Minho), ICEGOV2014 Programme Chairs, the proceedings comprise  117 accepted papers written by 245 authors from 39 countries and economies, and 546 pages.

    The Proceedings comprise 16 sections, including six tracks, eight thematic sessions, one poster session, and the doctoral colloquium as follows:

    Process

    In response to the call for papers, the conference received 159 submissions from 50 countries and economies including 73 full papers (10 pages), 60 short papers (4 pages), 19 poster papers (2 pages) and 7 doctoral research papers (4 pages). After double-blind peer-review process carried out by 94 members of the international program committee, and based on three independent reviews obtained for most submissions: 30 papers were accepted as full papers, 45 were accepted as short papers, 35 were accepted as posters, and were 7 accepted as doctoral research papers.
