Two protocols were signed in an official ceremony that took place on 4 August 2014 in the Couros Campus in Guimarães, attended by the national and local government officials, university authorities, members of parliament and other invited guests.

The first protocol concerned the provision of premises to UNU-EGOV in the postgraduate school in the Couros Campus in Guimarães. The protocol was signed by Miguel Poiares Maduro, the Minister in the Cabinet of the Prime Minister and for Regional Development representing the Government of Portugal, António Cunha, the Rector of the University of Minho, and Domingos Bragança, the Mayor of Guimarães.

The second protocol concerned the provision of premises, in the same location, to a new unit of the Agency for Administrative Modernisation (AMA), an agency of the Presidency of the Council of Ministers responsible for administrative simplification and modernization and for electronic administration. The protocol was signed by Paulo Neves, the President of AMA, António Cunha, the Rector of the University of Minho, and Domingos Bragança, the Mayor of Guimarães.

The signing established a joint location in Guimarães for three organizations from different sectors – government (AMA), academic (University of Minho) and international (UNU-EGOV) – to collaborate in advancing the research, policy and practice of technology-enabled public governance.
