Elsa Estevez, Senior Academic Programme Officer at UNU-EGOV contributed to the panel discussion at the Digital Government Conference 2015 organized by the Open Administration Consortium of Catalonia and the Government of Catalonia in Barcelona, Spain from 21 to 22 January 2015. The conference aimed at facilitating exchange knowledge and experiences, and debate on the necessary infrastructure to enable good governance and efficient public management.
Elsa Estevez contributed to the panel discussion “Governance and Change Management” which was attended by four speakers and watched by over 400 participants from government, industry and academia. Her contribution focused on the key dimensions of digital government projects, such as the availability of an implementation roadmap, the role of public managers, the change management processes and the presence of organizational structures; highlighted the need for change within the administration, including organizational transformation, process innovation and the accompanying legal changes; and concluded by showing examples of good practices in change management.
