    The Proceedings of the 9th International Conference on Theory and Practice of Electronic Governance (ICEGOV2016) that took place in Montevideo, Uruguay from 1 to 3 March 2016 are published online in the Digital Library of the Association for Computing Machinery (ACM), and are available here.

    Edited by John Bertot (University of Maryland), Elsa Estevez (UNU-EGOV) and Sehl Mellouli (Laval University), the ICEGOV2016 Programme Chairs, the proceedings comprise a total of 89 accepted papers and 453 pages, divided into 16 sections, including fourteen thematic sessions, one poster session and the doctoral colloquium, as follows:
