Elsa Estevez, Senior Academic Programme Officer at UNU-EGOV presented a keynote lecture at the 11th International Conference on Distributed Computing and Internet Technology (ICDCIT 2015) organized by the KIIT University in Bhubaneswar, the capital of the Indian state of Odisha from 7 to 10 February 2015.
Established in 2004, the ICDCIT conference series has become a platform for Computer Science researchers from India and all over the world to exchange research results and ideas on the foundations and applications of Distributed Computing and Internet Technology to enable individuals and organizations to jointly engage in the production, processing and dissemination of knowledge.
The keynote lecture “Enabling Electronic Participation – From Cases to Tools” introduced the concept of e-Participation, reviewed real-life cases of e-Participation initiatives from Brazil, Czech Republic, Singapore, Uganda and the US, proposed an e-Participation Framework that organizes various features, e.g. levels of engagement, participation areas, participation contexts, motivations and challenges of e-Participation initiatives, and showed how the framework can support the design and development of e-Participation initiatives through guidelines, tools and possible research questions.
