The objective of this project is to develop and launch a Massive Open Online Course (MOOC) on Media and Information Literacy (MIL) for Government Officials and Policy-makers. In partnership with UNESCO (United Nations Educational, Scientific and Cultural Organization) and the Autonomous University of Barcelona (AUB), this course is targeted at public servants and practitioners from anywhere around the world who would like to envision policy-making accounting for a Media and Information Literacy perspective, an area of knowledge that deals with information in a broader sense and how citizens’ skills and competencies resonate in critical thinking, conscious and active citizenship.

UNESCO’s line of work in Communication and Information has been fundamental to establish solid knowledge on the development of pluralistic media institutions to foster more inclusive, accountable, culture- and gender-sensitive communities. In this field and under its mandate to “promote the free flow of ideas by word and image”, it has been striving for more inclusive, transparent and participatory media policies and practices considering the contemporary challenges brought by globally impacting phenomena as disinformation, hate speech or online privacy. The role of UNESCO on MIL policies and strategies has been prominent, namely by emphasizing the role of citizens and youth to foster freedom of expression, access to information and media development.

Considering the centrality of MIL in a myriad of areas of activity, it is of utmost importance its application to government’s decision-making processes and policies’ design and implementation. From the design and formulation to the implementation and evaluation of policies, the main goal is to contribute for policy-making processes that take into consideration the foundational values and objectives of the MIL framework. It is a globalized effort to thrive for basic human rights in an information polluted environment and for skilled and empowered citizens, well-adjusted to responsible, accountable and participatory communities.
