    BACKGROUND

    The Public Service Quality Index, Georgia – Good Governance Initiative (GGI) is part of a larger “Supporting Public Administration Reform in Georgia” agenda funded by US Aid and other international donors.

    OBJECTIVES

    To develop a government-wide, whole-of-government Public Service Quality Index in Georgia. The Index must include a framework and specific criteria to assess both efficiency and effectiveness from an end-user perspective and in relation to internal productivity. Aim to improve governance across the public sector through a unified framework and assessment model. 

    ACTIVITIES

    UNU-EGOV provides the International Consultant for elaborating Public Service Quality Index Concept and Methodology. The UNU-EGOV expert works closely with local counterpart, the beneficiary organisation, the Public Service Development Agency (PSDA), in the Ministry of Justice (MoJ). 

    A 14 workday assignment including, two missions to Georgia of 5 workdays to develop an International Good Practice Report plus a Policy Report recommending a Public Service Index framework for the Government of Georgia. Mission included client meetings, interviews with over 30 civil servants representing a dozen government entities 

    OUTCOMES

    Project outcomes include:

    An international good practice report.
    A Policy Report recommending a Public Service Index framework for the Government of Georgia.
